No unit with a missing star cost is ever forced into a recommendation.
The rule behind the builder
The builder is a constraint solver, not a pseudo-precise optimiser. It filters deployable combinations under your Star Limit, orders them by verified role and objective fit, and explains its recommendation. If the needed data is missing, it returns HOLD.

- The squad never exceeds your Star Limit.
- When data is insufficient, the answer is HOLD — not a guessed squad.
Build-doc rule (strengthened): never fill in unit stats, rarity, star cost, summon rates or balance values from memory. Unknown fields use null.
